ED Announces Negotiated Rulemaking Committee and Call for Nominations

- On August 31, 2023, the U.S Department of Education (ED) published in the Federal Register their intent to establish a negotiated rulemaking committee, entitled the Student Loan Relief Committee, regarding Section 432(a) of the Higher Education Act, which relates to ED’s authority to modify, waive, release or compromise Federal student loans.
- This follows the July 6, 2023, announcement by ED to review public regulations, receive public comments and convene a future negotiated rulemaking committee.
- Eligible negotiators wanting to serve on the negotiated rulemaking committee must send in their nomination packet by September 14, 2023. Virtual public meetings will occur on October 10-11, 2023, November 6-7, 2023 and December 11-12, 2023.
- Key stakeholder constituencies include student loan borrowers who attended graduate programs and individuals from public, private and proprietary institutions of higher education.
