FY24 House Appropriations Subcommittee Bill Outlines Major Cuts to Health Programs

- On July 14, 2023, the House Appropriations Subcommittee held its markup on the FY24 Labor, Health and Human Services, Education and Related Agencies (LHHSE) bill. The full House Appropriations Committee could take up the bill this week.
- Although the bill would provide $60 million for grants to support the expansion of GME, as written, it also makes deep cuts to many OME priorities, including:
- National Institutes of Health (NIH) – The bill includes a total of $44.6 billion for NIH, a cut of $2.8 billion below the enacted level.
- Health Resources and Services Administration (HRSA) – The bill includes $7.3 billion for HRSA, a cut of more than $700 million below the enacted level, including:
- Elimination of the Health Careers Opportunity Program ($16 million).
- Agency for Healthcare Research and Quality (AHRQ) - The bill eliminates funding for AHRQ, a cut of $374 million below the enacted level.
- AACOM and its member coalitions have advocated for increases to these and other priority healthcare programs.
