U.S. Department of Education Proposes New Gainful Employment and Transparency Rules

- On May 17, 2023, the U.S. Department of Education (ED) announced proposed rules on Gainful Employment (GE), Financial Value Transparency and other higher education topics impacting for-profit institutions, including investor-owned colleges of osteopathic medicine (COMs).
- The GE proposal includes a provision for calculating the debt-to-earnings ratio of medical school graduates attending for-profit institutions starting three years after they have graduated in order to account for physicians’ salary growth post-residency.
- AACOM previously commented on GE during ED’s 2021 negotiated rulemaking and addressed financial value transparency in a February 2023 joint comment letter with AAMC.
