OME Priorities Receive Funding Boost in President’s Fiscal Year 2024 Budget Request

On March 9, 2023, President Biden unveiled his $6.9 trillion budget blueprint for fiscal year (FY) 2024, with $4.2 trillion for mandatory spending and $1.9 trillion for discretionary spending, a 10 percent increase over the FY23 topline levels. Release of the President’s annual budget request is the first step in the appropriations process, and it will be used as a foundation for congressional committees to develop their spending plans. The President’s discretionary spending blueprint contains many items of importance to the osteopathic medical education (OME) community outlined below. A detailed budget analysis is forthcoming.
- $144.3 billion in discretionary spending for Health and Human Services, an 11.5 percent increase from FY23
- $48.5 billion for National Institutes of Health, a two percent increase from FY23
- $10.3 billion in discretionary funding for Centers for Disease Control and Prevention, a 19 percent increase from FY23
- $10.2 billion for Substance Abuse and Mental Health Services Administration, a 28 percent increase from FY23
- $4.5 billion in discretionary funding for Centers for Medicare & Medicaid Services (CMS), a 10 percent increase from FY23
- $564 million in discretionary funding for Agency for Healthcare Research and Quality, a 14 percent increase from FY23
- $90 billion in discretionary funding for the U.S Department of Education, a 13.6 percent increase from FY23
Building on the FY23 advanced appropriations directive, the President requested $9.6 billion in mandatory funding for the Indian Health Services, a 26 percent increase from FY23.
