Congress Passes Bipartisan Stopgap Funding Bill Ahead of Shutdown Deadline

  • On September 25, the House voted 341-82 to pass a short-term funding bill (H.R. 9747), with the Senate passing the legislation with a 78-18 vote that same evening. President Biden signed the bill into law the following day ahead of the September 30 deadline, avoiding a government shutdown.
  • The 12-week spending measure keeps the government operating through December 20, giving lawmakers five weeks following the election to negotiate and pass a full-year FY2025 spending agreement.
  • Under the short-term bill, current funding levels for most programs were extended to December 20. However, the extension does not include certain priority items such as additional disaster aid and funding to the Department of Veterans Affairs for addressing healthcare issues.
  • Speaker Johnson has said that omnibus or minibus bills are not preferred for funding the government long term, but with a limited timeframe, negotiations will have to move swiftly.
