Congress Averts Another Government Shutdown

On January 19, 2024, President Biden signed the Further Additional Continuing Appropriations and Other Extensions Act, 2024 (H.R. 2872), preventing a portion of government funding from running out on January 19, 2024. Under this new bifurcated continuing resolution (CR) structure, 20 percent of the federal government is now funded at current levels through March 1, 2024, and the remaining 80 percent, including Labor, Health and Human Services, Education and Related Agencies programs, are funded at current levels through March 8, 2024. With a bipartisan topline appropriations agreement reached on January 7, 2024, Congress can proceed to negotiate and pass full-year appropriations bills.
While the CR extends funding for the Teaching Health Center Graduate Medical Education (THCGME) Program, the Community Health Center Fund and the National Health Services Corps through March 8, 2024, Congress must work to reauthorize these programs long-term.
